needed information, but does not allow ministers to neglect their abilities.

to find out the unknown.

maneuvers statements and matters. This allows him to make observations and find
out wrongdoings.
If the ruler takes advice only from high-ranking ministers, never listens
to a variety of sources, and only has one exclusive source of information, then ruin is possible.
The wise ruler, in regards to people and gossip, observes and verifies who is skilled
at what and who is lacking at what, and he does not allow ministers to spread gossip and rumors.
If the ruler is foolish and easily swayed, if he has no discretion and lets every
secret out, if he tells every minister what the others said, then ruin is possible.
